For the first time in nearly a century, the United States House of Representatives failed to elect a speaker in the first rounds of voting, as Republican Kevin McCarthy failed to secure a majority in the House to replace Democrat Nancy Pelosi.
McCarthy has been unable to overcome opposition in his own caucus in the two rounds of voting so far.
Republicans narrowly won control of the chamber in November’s midterm elections, but several right-wing lawmakers in McCarthy’s own party refused to endorse him during the first meeting of the new chamber on Tuesday.
The speaker must receive a majority vote, excluding absent legislators and those voting “present”. On Tuesday, McCarthy needed 218 votes but received only 203, as 19 Republicans voted against him in the first two ballots.
In the first round, most Republican opponents supported either Representative Andy Biggs or Jim Jordan, and in the second round, all 19 votes went to Jordan, a right-wing zealot from Ohio.
Before voting began Tuesday, far-right Congressman Paul Gosar nominated Biggs as a candidate, but Jordan did not seek the speakership and voted for McCarthy himself.
In the runoff, Jordan re-nominated McCarthy, and ultra-conservative Florida Congressman Matt Gaetz again nominated Jordan, acknowledging that the Ohio representative did not want the job.
Democratic candidate Hakeem Jeffries, the party leader in the House, received 212 votes in both rounds — more than McCarthy — but was never realistically in the running for the speakership with his minority party.
McCarthy, a California Republican, served as House Minority Leader after the Democrats won the majority in 2019.

Follow-up votes will be held until a candidate wins a majority, as the House will effectively remain dead without a new Speaker.
The speaker is second in line to the US president and the country’s most powerful lawmaker, with a decisive influence on what bills and amendments need to be considered.
The House and Senate make up Congress, which passes federal legislation, allocates government spending, and provides oversight.
After the first vote, Biggs, an Arizona Republican, called on McCarthy to “step down” and allow Republicans to choose another leader on the next ballot.
“We’re barely halfway through the vote before confirming McCarthy is still 218 votes short,” he tweeted. “My colleagues have made it clear that our party deserves a new leader.
McCarthy negotiated with politicians opposed to his bid for speaker, offering concessions that would dilute his own power.
He has vowed to focus on right-wing priorities, including an investigation into the business practices of Hunter Biden, the son of President Joe Biden, an issue Democrats dismiss as a conspiracy theory.
The top Republican also called on Homeland Security Secretary Alejandro Mayorkas to resign over his handling of migration at the southern border and threatened to investigate and indict him.
In addition, he promised to reinstate the committee assignments of Georgia Congresswoman Marjorie Taylor Greene, who was removed from congressional panels in 2021 due to anti-Semitic and Islamophobic comments.
He still failed to quell opposition to his bid from the far right.
Before the first vote, McCarthy indicated a willingness to withstand several rounds of voting. “I will always fight to put the American people first, not a few individuals who want something for themselves,” he told reporters. “So we may have a battle on the [House] floor, but the battle is about the [Republican] conference and the country, and I’m fine with that.”
His detractors also said they were in it for the long haul. “I am determined to change the status quo no matter how many ballots it takes,” tweeted Scott Perry, one of the leading Republican dissidents.
Meanwhile, Democrats described Republicans’ failure to agree on a speaker as a demonstration of the GOP’s inability to lead.
“None of this is good for our country. None of that,” Democratic Sen. Chris Murphy wrote in a social media post.
Democrats could help McCarthy by voting for him or walking out of the House for later rounds of voting to reduce the vote total, making it easier for him to win a majority. But Congressman Eric Swalwell dismissed the idea.
The U.S. House of Representatives failed in its first vote on Jan. 3 to select a speaker.
The vote ended without any candidate receiving a majority. Rep. Hakeem Jeffries (D-N.Y.) received 212 votes, Rep. Kevin McCarthy (R-Calif.) received 203 votes, and 19 votes were cast for others.
A second vote took place, but all 19 Republicans who did not vote for McCarthy once again did not vote for him. They all voted for Rep. Jim Jordan (R-Ohio) in the second round.
A candidate needs a majority to win unless the chamber votes to change the threshold.
